- Made some changes to certain agent actions
- Overhauled propabilites for traits appearing in characters
- Overhauled action-specific traits for agents

- Public Order from buildings overhauled once more. All settlements now cause -3 PO for all races. "Legendary" settlements cause a greater malus if controlled by the "wrong" faction. I will lay out the reasoning in a forum post.

- Upkeep reduced again, set it a wee bit to high

- Building construction costs for the empire overhauled
- Empire buildings now add or subtract public order in many cases (will be implemented for other races as well)
- Empire Edicts overhauled, they all come with a downside now (will be implemented for other races as well)
- Recruitment costs and upkeep completely overhauled. Inspired by some comment GasHead made a while ago actually ...

- Major changes to buildings and technology for the Empire. Not everything has been implemented as intended yet, due to technical difficulties, but you probably won't really notice.
- Changes to garrisons for the largest cities
- Basic recruitment slot number is now 6, as intended. I somehow failed to notice that it was 7 all this time.
- Lots of little fixes all over the place

- Some tweaks to magic
- Changes to campaign movement range. Ranges have all in all been increased.
- With each completed chapter, the player's income will shrink. This is unfortunately not visible in the UI, but I will put it in the description.
- Empire research times tweaked. Doesn't necessarily make a lot of sense yet without the changes to the technologies I will implement, but nevermind.
