-Couple bug fixes
-Cleaned up many excess files left in the mod folders
-Added back the research tree GFX backgrounds for UTT
-Swapped out "State Integration" for "Core With Compliance++"
-Tweaked the "Spot Optimization Mod" to remove the decision/event checks because it caused some errors with events.
