Large update. Thanks to Shigen for helping me out with the unit requirement and unlock permission

NOTE: for many heroes' special unique units, you will need to save and reload for them to be available to that hero. The hero should also be rank 5 or higher. This is a limitation of the game and a bug that CA never bothered to fix. If a hero is spawn via script or events (Zhuge Liang, Xu Chu, Chen Dao, most of the MTU generals), you should save and reload to fix this issue. Repeat for any new hero you get from such methods

- Removed most of Better building effects, instead the effects are now taken from TROM, which are more vanilla-like. The new buildings still use the old effects
- Fatigue rate and its debuff in battle changed to be closer to Records mode. You now have to be wary of your troops' stamina. Abilities that reduce fatigue are now much more useful and valuable in long fights
- New heroes: Niu Jin (Cao Cao), Gan Ji (Sun Ce), Yuan Fang (Yuan shao)
- Reworked various skill effects to reduce bloat, especially when assigning a prime minister/heir/leader
- Fixed unit unlock permission from technologies for both Han and bandit factions
- Revamped all heroes' unique unit permissions, now all heroes' special units are tied to their historical or novel records (i.e. if a hero was known for serving Cao Cao, he will always be able to recruit Wei-theme units regardless of who he currently serves in the game)
- Rebalanced all units stats and abilities. Buffed most of TROM's units to be more inline with the rest
- Reworked Battlefield Engineer units, they are more expensive and limited but they now can build trebuchet and multi-bolt crossbow on the battlefield, negating the needs to have those siege engines in your army. Their deployable abilities are also reworked to work more consistently, albeit still not 100%
- Revamped various heroes skill trees. Fixed duplicate skills on certain heroes like Pang De
- Reworked faction potential - previously, all faction, including even the Han Empire, was given the max 100 potential, making even the smallest faction capable of building multiple full stacks right at the start of the game. Now the faction potential are more sensible, with historically strong factions like Cao Cao, Yuan Shao, etc. still retain their high potential, but everyone else has their potential drastically reduced
- Foreign "offensive" assignments to debuff or damage enemy troops and settlements now work properly
- All foreign "offensive" assignments like "Poison horse" " Raid Supply" etc. which used to be unlockable with specific skills are now available to all heroes depending on their classes
- Added an "own province" variation of those "offensive" assignments so you can debuff, raid, and reduce the effectiveness of enemy forces regardless of what provinces you own. Although these variants are weaker than the foreign counterparts since your generals do not run the risk of being captured
- Majority of active abilities now have limited use (1-6 uses), same as the melee splash attacks. Now, even strategists and commanders cannot simply spam their abilities to victory in combat. You must use these more strategically, especially when it's a long siege battle with multiple reinforcements on both side
