Changed it so the mod will use the attitudes file from vanilla (in the past mod used starnet's attitudes file to make sure everybody is willing to become an overlord instead of killing.)

Made envoy relation boosts to be friendlier.

Democratic Crusaders will now use liberation war policy just like in vanilla even if it's terrible and will cause them to never be relevant.
