- Changed some rules for Capitalist titles creation :
* You need some prestige to create them (but reduced for the Netherlands and Belgium, for example).
* You can create them if your liege is a Capitalist Emperor, but not your ideology (ex: you are Imperialist and he/she's Liberalist).

- Added first new cultures (walloon, flamish and czech), and the events of appearence.
- Fixed some bugs.

- Added a Capitalist version for Byzantium : the Byzantin Union.

- Changed the way to send members of the realm to Ideological Orders.

- New decision (essentially for the AI, but also for the player) to put democracy on your other titles.

- Added the European Union (can be created by Capitalist), and the mechanism to join it after its creation.
