When you say "Open with Ethereal on a key foe...", you mean "Open with [Decrepify]..." right?

Tranquil Boots actually are the best boots for Pugna after recent patches. Soulring takes his low health lower but is a must have item. In addition to Soulring offset, played in conjunction with Life Drain you can heal your allies while Tranquil heals you back, keeping the fight going in your favor or saving a fleeing ally. Combine TB with Eul's and Pugna is one fast skeleton.

I like urn before mekansm because both str and mana regen really good on him.

Nether Blast -> Decrep -> Dagon -> Drain is amazing. Decrep and Dagon alone is 600 magic damage, that's a lvl1 Lion ult on less than a fourth of the cooldown, that also amps your other abilities. Arcane is terrible on a hero that scales so well with movespeed increases through Phase and Drum, and the increased mana is gained through levels (+4/lvl) and items like Dagon, Force Staff, Aghanim's, Eul's, etc. Also, an early Void Stone keeps up Puggy's mana and can later be built into Eul's to disable others before you Decrep/Drain targets or into a Linken's, which now is a good supportive item in addition to giving Puggy decent stats and the ability to soak a targeted spell while channeling Drain, avoiding interruption.

Why would you get Arcane Boots instead of a voidstone or perseverance? Pugna's mana pool is huge, so I feel that he needs mana regeneration more than a puny mana burst every 60 seconds...

Just now some Pugna took this guide. Finished dagon. Never got Arcane nor aghanim.(very useful lifesteal save)
