Ultimately, with this change this is an actual very good, balanced mod. I use it with 1850 hard starts, and economically, it does not seem to have any significant outliers to vanilla (besides the pre-modification "Express Passenger 4-4-0"), and actually functions as a real "variety pack"! :D
Especially when used with a "Norris 4-4-0 'Virginia'" mod I found, I find the 1850 meta is decently balanced due to the running cost and price of those 3 competing early engines. Although, I had to upgrade the vanilla Baldwin's Six-Wheels to a fair 44 km/h for it to really not seem like an obvious non-choice. The vanilla European 1850 train and good ol' 4-4-0 The General both fit into this new meta.
Thanks for the beautiful models, however. More than anything! ...Another American Rail Pack I found (besides being unbalanced to the extreme) just copy-and-pasted vanilla models to form their additional flavour, in comparison. Real vanilla-esque value.
This puts it in competition with the "Early 2-6-0" and fairly priced relative to specs, with the "Express Passenger 4-4-0" being the higher-end option (really eating at the running cost + low tractive effort) at this era until the slightly upgraded vanilla 2-8-0 comes along with the useful power boost for freight.
I do this manually by editing the files, but I think it would be a very good change.
...
I have the same issue as Rafn. Any way how I can solve it?

Started a game, used some of the locos from this pack (the 6-2-0 and the 4-2-0) without problem, could load and save just fine, when I added the early mogul to a line it ran fine, was able to save, but get above error on load.
