You cannot have 'No Industry', there must be at least two industries on a map. Add these two lines to the map.lua file...

No industry means 'no industry'. Other authors maps that are titled 'no industry' contain no industries placed on the map

@^8{N.T}^2 gekkegerit "No Industry" means that industry buildings will be placed radomly on map and mods that add new industries those industies will be placed on map too.
