I'm not sure - but there seems to be certain "gaia" items that don't follow the same restrictions as military units . . .

I see this map's screenshots have Army Tents in them. But they were introduced in Rise of the Rajas, and this map doesn't seem to require RotR. So how did you get Army Tents in there?
