This is a map of central and northern England, including north midlands, northeast Wales, Liverpool and Manchester metro area, Yorkshire and the Humber, Pennines, Lancashire and south Cumbria. There are a lot of towns and cities, suitable for powerful PC and laptops.

It's somewhere in the game's local files, it should be a text document or something.
Use Ctrl+F to find something related to "streets" and then use your common sense to determine if that's Initial Streets, then change the "True" value to "False"

East Pavilion-er, where are the people on the map? I played it and after connecting Chesterfield with Manchester. I ran trains and there are no passengers. After five minutes still non. So I zoomed in on all the towns and areas. Not one person is walking around. The map is set to 1850 so the first year. Is there a fix for this or a specific year one must choose to see people. I swear now I am not lying. Not one soul in any of the map towns.

@Leo Gaming try disabling initial street. The game tries to connect initial streets into rivers. And it will certainly fail to do so.

@East Pavillion-er I've attempted to load up the map 3 times, each time showed the same result "Game initialization Failed: Could not construct street network." Could you please look into this? [Attempted 2 times with mods (First with 35 mods, Second with 20 mods), then attempted it with no mods active.)
