Make High Crime Rate

Get Tough City Achievement with this.

General

1. Start a new city and grow the city slowly or quickly depending on your taste without having any Police Station or Education.
   
2. You can have just 1 firehouse near your Industry.
   
3. Make sure you keep all your zones away from each other.
   
4. Make sure your roads are longer for your people to drive around.
   
5. Speed up to level 3 and AFK for about 2-4hrs.

Well I think it's mostly the third world nations with corrupt governments. Ether way we could use a little less of some of this stuff in real life.

Well this is fortunately easier than I thought, managed to get this with a new town. Only services were 1x fire house, 1x graveyard and 2 garbage dumps (+power and sewage), as it seems the pop will not leave when crime rate is high (was about 49% all the time)

I built the residential zone until 5.5k ppl and stopped then.

Notice:
- Any further services or raise of their budgets will drop the crime rate
- Avoid to put new zones once you reached a stable pop of 5-6k, new building automatically start with no crime (blue highlighted in the crime data map) which also drops the crime rate before they will get red too
- Constantly watch for your needed services and abandonned buildings, when pop decreases, crime rate will decrase too
