Introduction
Due to TF2 Center being hit by a DDoS attack around 22:30 CEST (4:20EST). TF2C admins have decided upgrade to an infrastructure that can best this type of Internet attack for now and for the future. Because of this, some users may not be able to connect to the TF2 Center site and forums on the new ip. This guide is to resolve and be able to reconnect to to the IP of the new servers hosting TF2 Center.
Clearing DNS Cache
Firstly, locate Command Prompt by searching in the search bar or by using the Windows + X keyboard shortcut. You MUST run Command Prompt as an administrator. To do this, simply right click Command Prompt and click 'Run as Administrator'. It may prompt you to allow for administrator access, in which you can click Yes.

After opening Command Prompt, type in the following command:

ipconfig /flushdns

You should be prompted with 'Successfully flushed the DNS Resolver Cache.'

You should see this:

Editing your hosts file
Modifying your hosts file allows you to override the DNS for a domain, on that particular machine. To open your hosts file, search for 'Notepad' and Run as administrator. In Notepad, open the following file: c:\Windows\System32\Drivers\etc\hosts

It should be something like this:

When the file is opened, type in the following:

104.24.102.173 tf2center.com 104.24.102.173 forums.tf2center.com 51.254.246.95 ws.tf2center.com 51.254.246.92 mumble.tf2center.com

Click File > Save to save your changes.

It should look something like this:

Change DNS settings
Even though this is not compulsory, changing DNS server's is recommended if your computer constantly has problems with connecting to websites such as TF2 Center. DNS translates URLs into IP addresses (and vice versa). The DNS server translates the URL into an IP address so that your computer can find the Microsoft web server.

To configure your network settings to use Google Public DNS:

  • Go to the Control Panel.
  • Click Network and Internet > Network and Sharing Center > Change adapter settings.
  • Select the connection for which you want to configure Google Public DNS. For example:

To change the settings for an Ethernet connection, right-click Local Area Connection > Properties.
To change the settings for a wireless connection, right-click Wireless Network Connection > Properties.

  • Select the Networking tab. Under This connection uses the following items, select Internet Protocol Version 4 (TCP/IPv4) or Internet Protocol Version 6 (TCP/IPv6) and then click Properties.
  • Click Advanced and select the DNS tab. If there are any DNS server IP addresses listed there, write them down for future reference, and remove them from this window.
  • Click OK.
  • Select Use the following DNS server addresses. If there are any IP addresses listed in the Preferred DNS server or Alternate DNS server, write them down for future reference.
  • Enter 8.8.8.8 for Preferred DNS and 8.8.4.4 for Alternate DNS server.
  • Click OK and close.

Your properties should now look similar to this:

You're finished!
Close your browser and re-open. Allow a few minutes if necessary. You should be able to connect to TF2 Center and TF2 Center forums afterwards. If you have further questions, feel free to comment below!

Enjoy!
Still experiencing problems?
There seems to be some cases where this did not fix the refresh bug. If this is you, do the following:

1. Change DNS setings
2. Clear your hosts file of what you had put in earlier.
3. Restart browser.
