that's not the point. The game's physics are tied to the framerate. Yes you can have over 300fps, etc. but it doesn't matter because the game will make full use of those frames and speed up scripts and the physics without the proper fix.
For example, if you start a new game with fDefault1stPersonFOV=90 in (only) the FalloutCustom.ini file (and your other .ini files are default), your world FOV will be 90, and your viewmodel FOV will be default. Then if you change that value in your .ini file to be 110 or whatever you'd like, your world FOV will still be 90 until you make a new save with the updated .ini file, and refreshed via console.
I've struggled with this and trying to figure it out for a while. If you want your VIEWMODEL FOV to stay the same as default then you would not input a value/string in the ini files.
ALSO, there is no need to edit the normal .ini files. You can just input all your changes and/or values (as long as you put the correct section strings I.E. [DISPLAY] or [CONTROLS] above them) into the FalloutCustom.ini file.
