Eight Building Slots

This mod reduces the maximum number of building slots from 12 to 8. It is intended to be used with my "Research Districts for 3.0" mod, since that vastly reduces the number of necessary building slots, but if you want a challenge, you can use it by itself.

Compatibility: Overwrites fallen empire initialization, since otherwise they try to spawn 12 buildings on a planet with 8 slots and it just doesn't work.
