Palace and Throne Room

Implements the Civ I palace and the Civ II throne room.

For anyone who didn't play those games (or doesn't remember back that far): the palace and throne room were screens that started out very plain, which the user could upgrade parts of when they were doing well in the game - if your people liked how things were going, you'd get to choose an upgrade. This was a much-loved feature for many Civ veterans, so I've ported it (both the Civ I palace and the Civ II throne room) to Civ V. It doesn't affect the game rules in any way - it's just an optional extra thing that you can build up and get a nice visual indicator of your royal palace.

The screen is available via the Palace and Throne Room option in the dropdown in the upper right corner.

If you have at least version 9 of whoward69's UI Notification Options mod, you'll also get a nice custom notification icon instead of the generic one, and clicking it will take you straight to the Palace and Throne Room screen. It's not available on Steam, so if you want that extra little bit of functionality you'll have to download his mod and stick it in your MODS directory. This has been tested with Brave New World and confirmed to work with Info Addict, In-Game Editor, and UI - Notification Options. I haven't tested the latest build with G+K only, or with Vanilla, but since there's no dependencies on any BNW content, it's worth a shot if you're in that boat. There shouldn't really be any conflicts with other mods, but let me know if you find something it doesn't play nice with.

- Fixed the top icon - now matches the civ icon.
- Fixed an issue where the internal state was getting messed up.
- Escape/enter now closes the window, consistent with other popups.
- Changed upgrade sound.
- Added upgrade notification sound.
- Changed when upgrades are given (smaller chance when you get a new policy, greater chance with golden ages/wonders/new eras).

even after disabling all my mods and trying it again it still doesn't work do I need the whoward UI mod for it?

Civ 3's palace system was cool, but there were no throne room enhancements like in this mod. If maybe the palace outside stuff could be updated with the civ 3 ones...

@flumoxxed Mods often don't download right for Civ V. If you delete your Civ5ModsDatabase.db file in my games\Sid Meier's Civilization 5\cache\ it should work.
