- Siege Towers are no longer useful against cities with Urban Defences, but Urban Defences now come at the modern-era Steel technology instead of the industrial-era Civil Engineering.
- Native Conquest is now an industrial-era policy card
- France gets a free Spy at Castles
- All French Spies start with a promotion level
