Even if you avoid combat, completing the quest to leave the Vault provide enough experience that when you discover basically any location you're going to level up. Who the hell wants to walk all the way to Rivet City at level 1 to squeeze out one extra skill point in a game where half your skills are probably maxed by level 10? lol
Strength: 3 minimum, you want strong back and you can get 2 free points
Perception: 5, better criticals and I guess sniper
Endurance: 4 minimum, toughness and strong back, 5 if you want life giver
Charisma: 1, 5 for animal friend if you don't want dogs spawning behind you and biting you in the ass every 20 seconds while you're exploring
Intelligence: 4 minimum, second priority for leftover points
Agility: 5, silent running
Luck: 5 minimum, better criticals, first priority for leftover points
