Through CS:GO Steam Overlay
For this make sure your Steam Overlay is enabled in-game. It is enabled by default so if you haven't messed with this setting then do not worry about it.

Getting to the Workshop
The easiest way to search, download, and play on a custom map is through CS:GO itself.
Launch CS:GO. Click on Play > Offline With Bots > Workshop and then you will see a button called View Workshop. Click on it. Your Steam Overlay should open and take you to the Steam Workshop where you can search (in the top right) for the map you would like to download.

Searching
Type in the name of the map you would like to download or if you're not sure what map you're looking for but would like to see what is out there, just type in a general term. So for example if you're looking for maps that will train you to prefire, type in prefire in the search box and hit enter.

Filtering
To filter through the mass amount of maps that popped up in your search, there's a Sort by feature under the search bar. Here you can sort by Most Subscribed to Top Rated All Time to Most Popular over a specific amount of time. I usually sort by Most Subscribed as this can give you a rough estimate of how many people actually USE the map, meaning it serves a decent purpose among the CS:GO community.

Subscribing and Downloading
To download a map, you need to subscribe to it. That way if any changes or updates are made to the map, CS:GO updates your download automatically. To do this, click on the map you want to download. It should take you to the page of that map in the CS:GO Workshop. There should be a green button under the window showing you what the map looks like called Subscribe. Click on it. There you go. Go ahead and close the window and exit Steam Overlay.

Playing the Map
There you go. Now you should see the map you've subscribed to in the Workshop tab. It should have a little blue ribbon on the top left saying the word NEW!. If the map icon appears to be dark and you can't select it, click on the Refresh map list button. This will reload all subscriptions and fix this issue. If it doesn't, restart your game and go back to the Workshop tab. This will fix it. When you hit GO in the bottom right corner to start playing the map, just load the map using the custom settings option. If there isn't one available, then just launch it in casual or something. I'll probably make a Steam Guide on how to create a practice.cfg with commands that would be helpful when practicing certain things.

Here's a picture walkthrough:

You go to Play > Offline With Bots > Workshop
Then you will see a button called View Workshop. Click on it.

When you click on it the Steam overlay should open and this should appear. The search bar appears on the top right.

When you've decided what to search for, type it into the search bar and hit enter. To filter through the maps, click on Sort by and select how you would like to sort through them.

Once you've clicked on the map you want to download, click on the green Subscribe button. Then exit the window and close Steam Overlay.

Now you should see your newly subscribed map under the Workshop tab. If it doesn't appear to be loading or there's some other error, just click on the Refresh map list button. If this still doesn't fix the issue, restart your game.
Video: Through CS:GO Steam Overlay
Here's a quick video on how to access the Steam Workshop in CS:GO and search, subscribe, download, and play a custom map.
Through Steam Desktop App
If, for some reason, you can't access CS:GO or you have the Steam Overlay disabled in-game you can subscribe to maps from the CS:GO Workshop through the Steam Desktop App that you have installed on your computer.

Navigating to the CS:GO Workshop
To go to the CS:GO Workshop, click on Community > Workshop. Start typing in the search box "Counter" and Counter-Strike: Global Offensive should show up as an option. Click on it and then hit enter. Once here you would want to go to Browse > Maps. From here you would just search the map name or type of map you're looking for.

Refer to the first section under "Searching, Filtering, and Subscribing and Downloading" of this Steam guide to see how you would subscribe to the map and access it in CS:GO.

Maps Currently Subscribed To
To see what maps you are currently subscribed to, you can easily browse in-game under the Workshop tab talked about in the first section of this guide.

However, if you would like a list view of all the maps you are currently subscribed to, go to your profile page on Steam. Make sure you are logged in if you're using Steam on the web. Then click on Workshop Items. From here make sure you select the tab Subscribed Items. This will bring up everything you've subscribed to in the Steam Workshop, including other games besides for CS:GO. To filter by game, there's a tiny button called Filter by game above the Workshop Items tab. Here you can select which game you would like to filter by.
