yep, you can do whatever you want with files and textures(if you are not going to publicly release it in workshop)

Do I have your permission to edit the mods' XML files and such? I'm going to be experimenting to see how to trigger more combine raids.

I noticed if you have 5% planet size, it'll make only 1 base for every faction. But if you don't, it happens because of mod

During my use, if I enable it before a new game is started, a bug would appear making each faction spawn only 1 base. My personal mod list is quite messy so I couldn't figure out what caused this conflict.

@thecrafter354, when raid starts, game choose random faction for it. I'm not sure, that you can increase this change for specific faction.
