More Skillpoints for Lords

This is meant to be used with Ash's excellent 33 new skills for lords.

Lords will earn 2 skillpoints from level 2 to 9
4 skillpoints from level 10 to 19
and 6 skillpoints from level 20 to 30

which should allow any non legendary lord to purchase almost all skills at level 30 while legendary lords will have to settle for most of them.

This mod can be used without 33 new skills for lords, however you will end up with excess skillpoints.
