How to access the in-game console
While in game, press the tilde (~) key on your keyboard, it should be right under the ESC button, to close press the key again.

If you are using the key listed above or below to open the console and it does not work, go to Control Panel, click on Hardware and Sound, then Device Manager, then find the keyboard you are using and uninstall anything labeled with MCIR with it. It will not affect your keyboard as it'll reinstall after you turn your computer back on or reset. (This is only an issue if you are using a wireless keyboard)

General codes and how to use them
If you have played other Fallout games, you notice that after you have put in a code, you are unable to get achievements, but in Fallout 4, you are still able to get them even with using cheats. Also, for convince, press the Up key to select a code you used before.
IMPORTANT: If you are adding an item to your inventory that is from a DLC, the first two numbers of your Base_ID are going to depend on the load order of your DLC's; this will be different for everyone. (More info in the next section)

Information on adding items to inventory:
  • <Base_ID>: Base ID is the label that the game gives to a item (e.x 0000000f is the label of caps).
  • <amount>: The amount you want to add (1, 2... 10000).
  • Best way to find Base_ID's is to use "help <name> 4", Fallout Wiki[fallout.wikia.com], or guides online.
Finding Form ID's with Fallout 4 DLCs, Mods, and Creation Club/Next-Gen Update Content
If you are using a Form ID with an item from a DLC, mod, or a Creation Club add-on, the ID will be in one of two formats.
Examples:
7.62mm (DLC)
xx037897
40mm Grenade (CC)
FExxx000

To explain a bit more, here is a section from the Fallout Wiki on DLC ID's https://fallout.fandom.com/wiki/Help:Form_IDs
Escrito originalmente por Fallout Wiki:
Form IDs from add-ons start with "xx" because their first two numbers vary from player to player, depending on which mods and DLC packs are installed on their system.

This is because the load order of modules (ESMs and ESPs) affects those numbers. The first two digits of a Form ID correspond to its load order. The only "fixed" IDs are those from "base" Fallout 3, Fallout: New Vegas and Fallout 4 games (which always start with "00" because it is always loaded first) and those for objects which are/have been created during gameplay such as spawned characters or items (those IDs always start with "FF").

The list below is in order of which DLC will load first. The first one will be 01, next should be 02, and so on. If you don't have every DLC, and for example you have every DLC except for Far Harbor, and you want an item from the Contraptions Workshop, the first two numbers will be 03 instead of 04. This is due to the load order of the mods and because you don't have Far Harbor.
  1. Automatron (DLCRobot.esm)
  2. Wasteland Workshop (DLCworkshop01.esm)
  3. Far Harbor (DLCCoast.esm)
  4. Contraptions Workshop (DLCworkshop02.esm)
  5. Vault-Tec Workshop (DLCworkshop03.esm)
  6. Nuka-World (DLCNukaWorld.esm)
If you have a mod manager like Mod Organizer 2[github.com], you can find the index by selecting the plugin tab. The load order for the DLC's below should be the same for everyone as long as you have the GOTY edition, or bought the Season Pass.
For Creation Club content, including content added within the Next-Gen Update, the rules are the same, except the ID will start with FExxx, with xxx counting up in hexadecimal order depending on load order, and if you have other CC content installed (000 - FFF)*.
*Ignore the order of these CC plugins, this will be different to you.
Junk Item codes
Make sure to use player.additem (Base ID) (Amount). Ex. player.additem 000731a4 200
And if you want to use these items for your workshop, make sure if you can't carry them, drop the item, then go into workshop mode and scrap the item.

The code is FEXXX000, with XXX being unique to your plug-in load order. If you have any ammo you can drop it on the ground, open the console, click on it, and it should tell you form ID, just make sure you're close enough for it to show up.
If you have a mod manager like Mod Organizer 2, you can see what what index it'll be [i.imgur.com] there too, with mine being 00C.
