I think, you can try ask permission.
Both of your mods are aimed at improving the editor. You have a big mod, another author has a small one. It's always better to have one mod instead of two separate ones, besides, I think you optimize it better inside your mod/
If you don't want to contact that guy, you can extract his mod and see how it speeds up the loading of attributes. After that, you can improve 3den Enhanced.
