I am very happy that it will be on Steam.
We are investigating a number of options around Steamworks / Simutrans, including Workshop for additional Addons, Pak Sets, and Heightmaps, Saved Game Synchronization, Steam Lobby support for Network Games. It will probably be a case of getting the game released on Steam, then adding these functions if possible later.
It definitely seems that Saved Game Sync and Addon's through Steamworks should not be too difficult to add.
