TO FIX MOST ISSUES:

Open console
bot_kick
mp_roundtime 60
sv_airaccelerate 400
sv_cheats 1
mp_restartgame 1

After restart:
god

Or copy and paste this (no quotes)
"bot_kick; mp_roundtime 60; mp_freezetime 0; sv_airaccelerate 400; sv_cheats 1; mp_restartgame 1"
and type "god" after restart.
