I tested around a bit those days, I have the retail version of the game, i have exactly those graphical bugs like everone here mentioned and i'm on Windows 8.1 64bit with a Radeon HD6970 with latest AMD Beta drivers, still got those graphic problems :/
So i just installed my Windows 7 64bit i bought a view years ago same hardware, just made my system dualboot and tataaaaaa on windows 7 i have no single graphical issue with latest beta driver, i have no clue i it is an Windows 8.1, Driver or Gamebug, so when i wanna play GTA V i switch to Windows 7 for now till the problem on windows 8.1 is fixed ^^
Hopefully this will help those, that still have those issues like mentioned here ^^

I updated my graphics card drivers and it's still there, I'm absolutely clueless on how to fix it at this point...

I tolled back my driver from the latest AMD Beta and it fixed the problem for me.

@micqdfa7x Does that fix the problem for you? I have also like @Riverman Radeon HD6850 1GB with the latest driver update and I still have this texture issue.

When it rains it's nearly impossible to play the game, there are texture blocks around everything just like in KisSu's image post! ARGH

I have this exact same problem and I have the latest drivers from amd... I'm going to try a rollback and see what happens

Hey, I have this problem too. If you work out a way to fix it could you let me know? I've got the latest driver updates and I'm using a Radeon HD6850 1GB
