Anti-Plague - Necroa Virus

This scenario is very different from most of others - here you play against the plague and your goal is to stop it, saving as many humans as possible.

You represent a special computer program, that was created to detect pandemic situation in time and suggest right ways to stop them. Humanity has given you all the tools it has and gave a single mission - do whatever it takes to save it from any plague.
All information below is not necessary to play the scenario, but if you don't get something, try to check this section:
Win condition:

No infected and no zombies, and you have not reached any lose condition before. You will get a news pop-up when you reach it
Lose conditions:

1) 50-80% of humans were dead/turned to zombies, exact % depends on difficulty and it's shown in the very beginning
2) Severity reached 100

As I cannot edit the endscreen, I decided to just announce the ending as a news pop-up, without ending a game.
If nobody can win in 5 years, then a draw will be declared.

When you start the game, you select one of 4 difficulties as normal, but they change totally different things in this scenario. As you increase the difficulty from easy to mega brutal these things are changing:

1) The plague starts with more infectivity
2) Humans gets smaller combat advantage bonus
3) You are allowed to lose less humans
4) Humans will break down and riot faster (see orange traits section)

In traits section you will find traits
1) Traits for you - human actions to stop the plague like increasing medical budget - they are marked yellow and orange. You unlock them for DNA as usual.
2) Plague traits - like resistance against cold climat - they are marked red. You cannot evolve them, plague unlockes them, becoming stronger itself, but you will be able to devolve some of these traits.
Orange traits:

Orange traits are actions, humans don't want you to do even during this horrible pandemic, like using artillery to destroy entire cities with zombies and humans together. After taking some of those there is a chance, that civilians and military can begin rioting against you. It's up to you - to use or to avoid those traits.

So I've just beaten it on mega brutal in first attempt with the "intended way". However, the game didn't stop and someone else in Middle East got infected... And then shit hit the fan and I experienced all the problems listed in comments below. Despite upgrading militay and zcom fully, all people in Europe, Asia and Africa just died. Americas, Australia and islands survived though, because zombies were not getting there.

So seems like zombies are absurdly OP yet they can't form hordes which is a huge dissapointment. I don't get what was the point of making zombies unbeatable. And the zcom tree felt lacking and underwhelming. Only 1 weapon upgrade and 1 fortress upgrade while the standard military has way more of it?

So cure doesn't work, messages for game ends pop up randomly but don't end the game, the world will devolve into chaos randomly regardless of if you pick the extreme options, Z-com cannot kill the zombies even when fully upgraded. Is this one of those scenarios where there is 1 cheeseball strategy to instantly win and nothing else works because it looks like bad RNG to me.

I managed to win on Mega Brutal on my first try. Just focus completely on upgrading cure research and only close land borders. Once you Max out cure investment, lower infectivity and finally upgrade combat strength. You'll reach 100% cure progress before the zombies even show up.

this scenario isn't balanced:
1.once you get the first popup message about the riots,the world will always get to chaos no matter how you lower the severity. the lategame,inefectivity and severity go up extremely fast,and zombies will become unstoppable and go up to milliards and making the game impossible.
3.even when z-com and army are fully upgraded,a thousand of zombies in a country with a z-com base will spread and eventally destroy the base,while in the vanilla necroa virus,z-com will kill the zombies even if they are 60% of the population.
4.the plague starts mutating symptoms insanely have to waste all your dna points on devolving them and if you don't:
5.the moment the plague starts to evolve symptoms,peaple blame you,even if it is only supposed to affect insects.
because of this it is impossible to pass this scenario the "intended way".you can only win by curing the the disease before it creates zombies.

Honestly I like this scenario but as previously mentioned the No Decay is just a game ender, and also in my opinion the later symtoms evolve seriously too fast, especially the later ones down insects which when the AI got them after me effectively keeping the zombie population at 3 managed to collapse about 7 governments in very quick succession despite having the entire military and militia lines.

plus some of these abilities transmissions etc are poorly worded like 'human experimentation' decreases cure development speed usually in the actual game it increases as the scientists would know how to cure those specific symptomsand the close air and sea ports says 'decreases cure development speed as scientists cant get through OF COURSE THEY WILL GET THROUGH THERE R NOT JUST GOING TO STOP EVERY ONE GETTING IN WHETHER THEY R INFECTED OR NOT; the scientists will have automatic entry into the country to help with cure and defending against zombies

also when u get the victory pop up saying how you won it doesnt actually count as a win so ur just sitting there continuing with the game as normal

bad scenario symptoms evlove to quickly and without being able to devole 'no decay' u instanly lose if u gonna make a game like this base it off the main game like if the ai hasnt got any of the islands infected and all the zombies die u win. Plus the gameisnt supposed to be anti plague related, there are some anti plague scenarios that are actually good but this is just one of those that hasnt taken time to be good
