My Own modified Windmill added a few solar panels to make it look a little more realistic for the max power output.
I pretty much bumped the max capable power output up
Specs below:

Cost: $6000
Upkeep: $80/ week
Power Output 0-48MW
No pollution of anykind

BROKEN!
It felt like a cheat, & I think the game thinks so too.
Shuts doen Water & Sewer Utilities when installed.
Stations have to be demoed (along with turbine) & rebuilt to resume function
