Tactical Tarps

Adds a framework for laying out a tarp for various use cases. Contains 5 Tarps as examples:

- Signalling Tarp: Large Tarp for Signalling Helicopters from a distance
- Medic Tarp: Provides an ACE Medical Facility on the fly
- Drone Tarp: Includes an invisible Heli Pad to aid Drones in landing where you want
- Hazmat Tarp: provides a drop-off point for your contaminated items, deletes the items on pick-up
- Repair Tarp: black Tarp to protect you clothes when working on Vehicles - provides an ACE_RepairFacility if deployed

Usage: Have one of the mods items in your inventory, lay out via ACE Self-Interaction, pick up via ACE Interaction. Change details via CBA-Settings.
