Joshua-Boo-Boos Custom Ranking System

Custom ranking system for Natural Selection 2 that allows server administrators to manage player tiers and rankings through JSON files.

Commands:

!setelo player_name marine_elo alien_elo (commander elos are unchanged)
!clearelo player_name
!listtiers

!setelo changes the field elo for each team of a player
!clearelo clears the custom elo of a player back to their Hive API elo values
!listtiers lists the names of the custom tiers

Requires Shine to work.

Only Shine admins can use !setelo and !clearelo.
