Open the console
Press the tilde key (~) on your keyboard. This should open the console, if that happens, then you may proceed to the next step.
If nothing happens, then follow these steps:
Enter the pause menu, then click "Options", then click on the "Keyboard" tab at the top. Once you are in the keyboard sub-menu, scroll down to the very bottom until you see the "Toggle developer console" keybind. Click on it, then click "Edit key" and change it to whatever bind you like. Now press that button, and now it should open.

Enter command
In the console window, type the command "jpeg_quality [your number]" and press enter.
This quality ranges from 2 to 100(?), so if you wanted really high quality pictures, you could enter "jpeg_quality 100". But that's not what we want, we want LOW quality, so enter a really low number like "jpeg_quality 1".
Taking pictures
There are two ways to take pictures and have them JPEG-ified, now that our quality is set.
The first one is the easiest, simply open the spawn menu, select the "Weapons" tab, select "Other", and then click on "Camera".
Now that you have your camera, take a picture. When you look at the picture, it should be terrible quality, just what we wanted.

The second, more "complicated" method is through the "bind" console command. First, open back up the console window (assuming ya already closed it), enter "bind "[key]" "jpeg"". Now when you press that key, it will take a screenshot with low quality.

Please note that the regular steam screenshot (the one when you press F12) will not work with this guide, it'll just take lame, regular quality screenshots.

Post-guide
Thanks for reading this silly little guide i decided to cobble together after discovering a convar.

This guide goes well with this and this. (i swear if steam takes down this guide for having links in it, i will scream)
