Description
Version 1.13.
I did some small tests for 1.13, worked fine for me. :)

Updated: Buffs can go up to level 15 and you can debuff 5 levels as well.


Customize your game experience

You can apply buffs to the ai or the player country to customize your game experience:
- You are a seasoned Victoria 3 veteran and you want a challenge? Crank the buff levels for AI to level 15 and see if you can survive. Or give yourself some debuffs!
- You are a new player and want some help? Buff yourself for the whole game or give yourself a declining buff for a jump start.
- You just want to help the AI a bit to get on their feet? Give them a declining buff to help a bit.
- You just want to have some fun? Go ahead and enjoy yourself.



Please note:
- This mod does NOT make the ai smarter, it just makes it stronger by applied extra buffs.
- Updating buffs for a country during a game can take up to a month, depending on the settings.


Who gets buffed?

There are 5 gamerules which govern who gets buffed and how. The main rule for that has the following options:
- AI get constant buffs (for the whole game)
- Player gets constant buffs (for the whole game)
- AI get declining buffs at game start
- Player get declining buffs at game start
- Rubberbanding: AI countries get buffs based on their GDP relative to players GDP
- Lucky Nations
There are 4 subrules which you can use to further customize your game experience, like buff all countries except great britain, chose the rubberbanding value and if player subjects get buffs or not.


What kind of buffs?

There are 11 gamerules to chose which buffs you want and how strong you want that buffs to be. Each gamerule/buff has 15 levels for buffs and 5 levels of debuffs. You can apply buffs for the following categories:
- Technology
- Bureaucracy
- Stability
- Empire
- Diplomacy
- Treasury
- Investmentpool
- Infrastructure
- Construction
- Population Growth
- Companies


Compatibility

This mod uses a hidden event system to apply and remove buffs. So any mod changing the history or the monthly pulse could potentially interefere with this mod.

still works, other then the convoy increase, that no longer works.

Pushed an update for more positive levels and some negative levels.
Fixed a bug where player subjects would not get AI bonuses despite "full bonus for human subjects" rule

Worked fine in 1.13 for me, but please report bugs and problems.

Negative levels sounds really awesome. I would love stability nerfs.

@Grek: As far as i am aware, it should work fine for 1.13 as well.

I can't currently update the mod to make the little warning disappear, because i am like 40% done adding new negative levels, so you can also debuff (yourself or ai).

Hey I think making the AI's more competitive is a great idea, but problem is if they are competitive enough to keep up with the player the whole world get's built very very fast and the game get's stale, please add an option to nerf the player I beg you. I really want to play as Russia or Prussia or something like that and have a hard game
