Within the Great Hakurei Barrier, in corners of the world unknown to the outside, the smoke of battle and flames of war rage unchecked. A new World War has unleashed devastation and bloodshed on a scale beyond imagination. Countless forgotten souls have crossed the shattered boundaries of reality, seeking refuge in the last land not yet swallowed by conflict. Faced with the relentless arrival of new ideologies and advanced technologies, will Gensokyo embrace conflict and transformation in pursuit of a new future, or preserve the dreams and traditions that have defined it for generations beneath the banner of conservatism?

Remilia Scarlet, Mistress of the Scarlet Devil Mansion, the Ever-Crimson Scarlet Moon, Empress of the Scarlet Empire, and architect of the Eternal Night Order. As Gensokyo entered an age of upheaval unlike any before, Remilia moved swiftly. Through decisive military campaigns, the Scarlet Devil Mansion secured vast territories and forged a new empire upon the shores of Misty Lake, its influence steadily reaching toward every corner of the land.
Yet beneath the Empire's triumphant façade, fractures begin to emerge. The fairies—creatures of freedom and nature—have grown increasingly restless, shaken by the collapse of old certainties and the expansion of imperial authority. Although the loyalty of Prime Minister Izayoi Sakuya remains unquestioned, competing visions for the Empire's future have begun to surface within the Scarlet Devil Mansion itself.

More troubling still is the Empire's greatest colony and grandest experiment: the Southern Territory, governed by Remilia's closest confidante, Patchouli Knowledge. In its pursuit of knowledge imported from the Outside World—knowledge that defies the very common sense upon which Gensokyo was built—the South appears to have chosen an ideological path distinct from that of the Empire. Its reforms have borne remarkable results, and its growing power can no longer be ignored.

Meanwhile, rival powers across Gensokyo will not stand idly by as such a threat continues to grow. The moment this rising giant reveals even the slightest weakness, they will descend upon it without hesitation and tear it apart. Before the inevitable final confrontation arrives, what choices will Remilia and Patchouli make? What fate shall the Empire and the South ultimately bring to Gensokyo?

The Scarlet Moon rises above a fractured Gensokyo, and never before has the name Scarlet echoed so loudly across the land. The youngest descendant of Tepes has woven a web of fate across Gensokyo, yet where its threads shall ultimately lead remains unknown to all...
