[1.13] Soul Train

1.13 update: no changes needed, good to go.
1.12 update: REPLACE: code everywhere it needs to be, should work fine.

Compatible with Politics & Economics Mod and works fine with Morgenroete... I only changed the train production methods, so it should fit in with any mod that doesn't also change train production methods.

Basically, I wanted trains to make more transportation but not have to mess with lots of other production methods. If you are using MMRPA and like it, carry on using that mod with no hard feelings from me. If you are looking for more transportation with no added complexity, this is the mod for you.
