If it's a bug, please report it in the way mentioned in the FAQ 9.
Also, this feature only works, as already mentioned in the description, if:
1.Target scope is Domestic Private Construction of already existing buildings.
2.Target metric is Number of Constructions in Queue of a Certain Building Type , not "how many constructions can be added at a time", also not "the max level of a building", there are differences between these metrics.

- doesn't work atall. still build doom stack one factory with 70 pieces, the parameter setting for occupation is also not certain.
Also some setting to subsidize foreign investors building infra in your country would be cool as they sometimes let you sit there at negative infra for decades, especially if you can't build engines yet.
