But if individual buildings are moved instead, may I suggest that the car dealership could be a great fit south of the trailer park for instance ? And the apartment building could potentially be moved closer to the river in the north, above the fishing store. They'd have a pretty cool view of the river and there's already a road there afterall.
I like the Idea, honestly I would just leave the cells left (west) of the 48 line alone, and thus work from 48,26 - 48,27 - 48,28 - 48,29 eastward.
Problem of course is the Fire Station and Tire Shop in the smackdab middle of 48,27...the empty space could look strange, so might consider re-doing those wto buildings.
We would lose the buildings west of the freeway, I personally could live with that.
The apartment building isnt much of a loss and the hospital was just a deathtrap anyways.
And other buildings like the Book-Printing or Car-Dealership can easily find a new spot moving east.
Yet it is up to you, I dabbled in "building and map" creation and know how much work it is, so I appreciate your willingness to keep working on it.

And of course no basements, this includes re-done buildings from the vanilla map like the gun shop.
Or, probably this isn't even needed anymore...
