To be honest that is intended to be so, it's a variable change from TGR better politics, but i included in this submod to make a compatch with another mod, "political and economic changes", requested from other players.

i tested it standalone on 1.8.6.
since this is not included in the description as a change, i'm assuming it to be unintended.
big fan of your italian and german unification mods from your series.
