I partially agree with you. The second decree should represent that scenario where Countries like Italy started a campaign to exploit the new colonies, segregating the local pops in specific ghetto.
I think there would be space for further improvement. If i find some new solutions, i'll rework this second decree :)
What I think people like me would prefer would be if it forced pops out of higher paying employment such as capitalists and clerks... and if it affected population at all, it would be through forcing emigration to neighbouring states.
Just having them disappear is not really helpful and ahistorical.

No, you can pull people only from your incorporated states to your unincorporated states, not from other nations

Yes I was looking for a long time some tweak to create this because i noticed that i had difficulties to hire people in unincorporated states, and i wanted more control.
Your mod gave me the right driver to make it happen. :)
