This is an example of how a FARP (Forward Arming & Refueling Point) would work. It extends the reach of your air forces. It in turn also keeps your carriers out of missile range of adversarial assets.
How to make this work in the game. The FARP has zero planes but the capacity for say 90 aircraft. Your planes take off from your carrier and/or airbases. They then "re-base" to the FARP, land and then you can have them take off again. They strike their targets and return to the FARP. They then can either stay at the FARP, refuel/arm and attack again or they take off and then "re-base" back to their original base.
A soviet task force that is heavy with anti-ship capabilities is heading out to attack US Naval forces in the north Pacific. I have one carrier with just a handful of escorts, not nearly enough to protect the carrier. However, there is an airfield on Adak island. My carrier can launch it's strike force from a distance that out of the soviets missile range. The planes take off from the carrier, land at Adak, refuel and then take off and strike the soviet task force. Additionally, the Air Force out of Elmendorf AFB, Anchorage can use that same airfield. After the battle, the aircraft return to their original base/carrier. Hence the need for the empty large airfield option.

Now, about that airbase I suggested. You could make two versions of it. One small and one large. The small one would work like your two mods, probably simulating a small strip like the former NAS at Cubi Point in the Philippines. The other should be a large one to simulate something like airbases in Iceland. The idea is a quick turn around for your aircraft. They land, do a hot refuel, re-arm and then take off and get back in the fight or afterwards, they refuel to return to their original starting field/carrier.
For example, I have a carrier operation off the east coast of the Philippines. I am striking a russian group off the west coast and bit away from the coast line. Carrier aircraft can possibly reach, but their fuel would be low at the strike point. I send a strike force up but I have them re-base at the airfield, land, refuel and then take off again, strike, return and then just take off again and re-base back at the carrier.
