Current radars and processors have changed this and detection/interception are earlier/easier. That is why more missiles are becoming faster and reducing time to intercept which Soviet era missiles are designed to do and they do it very well.
I believe the mechanics in Sea Power are not modelling the interference in the surface clutter well and allowing any missile to intercept sea skimmers which is not historically accurate.
My guess is no, as i tried a custom scenario with and without the mod and without it they managed to fire, but still had the great idea to fly away from the enemy most of the time. Probably a game bug
