Wierd event controller bug.

Description
Turn on Grinders, Welders, Load Cells. The grinders will grind the blocks. When the remainder of the batteries hit 5% the rotor will spin. That will grind dead batteries and build fresh blocks under the welders. Only thing being used will be power cells from the cargo. The Event Controller should remember the timer, but doesn't.
