@CaptainSzasz Yes. The code overwrites the old code and it just adds to the loot table of the cereal.
Lets say you scavenged and got 100 cereal boxes. If you add the mod and open them, they will have the chance to spawn the missing ones.

@NerdgamerDave Noone did afaik, since its really a simple oversight. I was getting frustrated that even with loot respawn I never got them. So I checked the code to see if there was any specific rule or something for them to spawn, and nope. They just exist as items, but never appear.
