Prevents AI from enacting laws that they if they cannot afford the extra bureaucracy maintenance cost.

Especially helpful in avoiding AI controlled country with large population but low income ( Qing,india & Japan ) falling in debt spiral due to bureaucracy cost exceeding income.

How it works: When an AI country attempts to switch to laws which requires continuous investment, such as switching from no social welfare to poor law, the mod will assess if the country current net fixed income is enough to cover the cost of additional government administration building. The enactment attempt will be blocked if it thinks AI will not be able to afford it.

Update: The mod will also check if AI can afford the construction cost of extra administrative buildings. No longer needed after 1.8.6

Update: It also checks how much of the income was already invested into bureaucracy and stops ai from enacting laws that expend bureaucracy if they have already spent too much in bureaucracy. (looking at you Japan)
