- Guaranteed to work version 1.7.5

- All statues have been changed so that only one can be built in the capital.

- This improves economic growth as Ai no longer has to waste construction power building statues here and there.

- Modifiers that only affected states have had their effects reduced and moved to national modifiers.

- The vanilla code that sets the probability of building statues to 0% for countries less than major power has been left in place, so members of unauthorized countries will not build statues in the capital.

This keeps letting me build in all my states and not just one... How do I fix this.

Whilst this mod works fine on the current game version - the amount of prestige provided by the statue is too extreme, if anything it'd be better if the statue gave 0 prestige and a better version of whatever other bonus they already provide.
