DEPRECATED Investment Rights Last Longer

Description
With the new treaty system this mod no longer has a purpose, and will not work.

I've been having a fairly annoying experience with the new investment rights diplomatic action. It seems that immediately after 1 year has elapsed, the A.I. cancels your investment rights in their country before your capitalists ever get a chance to do anything. I don't know what exactly is causing this, as the A.I. will immediately accept another investment rights action.

To fix this problem I've increased the cooldown from 1 year to 5 years, which should make this problem less annoying and detrimental while also not negatively impacting gameplay for players who may want to cancel this treaty at some point.

Since diplo pacts have been completely reworked with the new treaty system this mod will not work, but the problem has been patched anyway.

Maybe I accidentally fixed an oversight paradox made ¯\_(ツ)_/¯

Not only does this fix the annoying short 1 year period, it seems the AI is also less likely to cancel the investment rights at all now. Not sure why exactly this happens but this mod works much better than I thought it would
