changes Quinine to a tier 3 tech, slowing the invasion of Britain and France into Africa slightly. helps cure w. african border gore a bit.

the idea is not mine, i saw it in ultra historical diplomacy and thought it was neat, but wanted a standalone version. full credit to them.

only thing i changed was the quinine technology (literally just changed a 2 into a 3) so i'd be impressed if anything is incompatible.
