@Phestive Phalanx Ah, no mods or reshade. I took this over New Romulus! For the graphics settings, I used '/renderscale' and set it to 3 or 4. Then to zoom in, I changed the FOV to 15 using '/setregionfov space 15'. Hope this helps!
