Improved Nationalism

Description
In light of the changes to 1.1, I currently have no plans on further updating the mod
I'll keep the mod on the workshop for save game purposes, but am not expecting to update it at present.

A lightweight ahistorical balance mod aimed at allowing nationalism to fill a viable gameplay niche.

The 19th and 20th centuries were wrought with nationalist and illiberal movements, but in vanilla Victoria 3 there is no pressure on the player to be anything but a multicultural, liberal empire. This mod aims to provide some slight benefits towards nationalist policies that allow it to compete with multiculturalism, without nerfing migration or anything else that makes multiculturalism powerful.

Changes:

Added birth rate bonuses ranging from 2.5% to 10% for restrictive citizenship laws.

Added 15% institutional bureaucracy penalty to Multiculturalism.

Added a 25% population bureaucracy bonus to no migration, and a 25% penalty to no migration controls.

Added a 5% and 15% taxation capacity bonus to Freedom of Conscience and State Religion, respectively.

Added a 5% birth rate bonus to Agrarianism.

Allowed Charity Hospitals to get up to institution level 4, up from 3.

This mod shouldn't interfere with any mods which don't change laws.

@tKitashiro

This just adds modifiers to existing laws, so it doesn't require any localization files; it should be compatible with every language in vanilla.

uuum, sounds good.
I haven't tried it yet, but are the captions for this mod only variables?
(Do you need localize-texts?)

Seems well-balanced and more realistic than vanilla.
