So many people want to run their own local servers and learn to mod, but it can often be so difficult because some people either don't explain the details or if they do it's in a way that assumes that we already know many things.
File extensions (.exe, .cfg, .txt, etc.) are hidden by default, so what's likely happening is the file is actually named "start.bat.txt", but that last '.txt' is hidden.
To fix this, open up file explorer (assuming you're on windows) and on the toolbar click View>Show>File name extensions. Once those extensions are showing, you can simply delete the ".txt" portion on the end of the file name.
