disclaimer: i'm adding my rationale for these changes, but at the end of the day i made this mod for myself and for my friends. so i'm only going to change things if i want to. secondly, the movement changes most likely affect any other WoC lord that has the same tech tree as Belakor. If you don't like that, feel free to turn the mod off when playing as those factions.

- adds 25% additional campaign movement range to belakor's tech tree spread out around 3 different techs. rationale: i think all factions should have a mobility hero. and those that don't it's F'ed up that don't get more campaign movement range. and the gift that gives 35% campaign movement range is hardly a substitute considering the colossal cost of using it. that's the movement range you use if you *really* need to book it somewhere. not a constant effect like a mobility hero.

- adds "30% souls gained from battles" to belakor's unique skill line. rationale: i think it's straight up ridiculous that a WoC lord so reliant on souls doesn't have a skill boosting soul gain, while GENERIC lords are able to boost soul gain by 25%.
