Essentially this removes the ability for Steam to track or see what you are doing in the game, essentially making you invisible to your friends and Steam in general when playing. It serves no purpose what-so-ever, and will prevent multiplayer, and may even break your ability to even play the game. As for the "big community improvement," he is probably talking about you not being able to play the game or have it track properly and since you aren't playing the game that is a "community improvement."
TL:DR - Don't do this. it breaks your game, breaks the games functionality on Steam, and essentially stops you from playing the game. It is a troll, and needs to be deleted by the devs.
